Specification:

This edit is skipped if Over-ride Race BPL is set to 1.

Otherwise,

If Race is 03-97 and Spanish/Hispanic Origin is 1 through 8 then

Return error

Else If Race is 99 and Spanish/Hispanic Origin is 0 through  5 or 8 then

Return error

Else If Race is 98 and Spanish/Hispanic Origin is 1 through 5 or 8 then

Return error

Else If Race is 98 and  Birthplace--Country is PRI, MEX, CUB, DOM, GTM, BLZ, HND, SLV, NIC, CRI, PAN, ZZS, COL, VEN, ECU, PER, BOL, CHL, ARG, PRY, URY or ESP then

If Spanish/Hispanic Origin is 6 or 7 then

Return error
