IF 701: Conflict between EOD--Lymph Node Involv [value] and Regional Nodes Positive [value]

Specification:

This edit is skipped if Behavior ICD-O-3 = 0 or 1 (benign or borderline)

If Date of Diagnosis > 1994 and < 2004, then if EOD--Lymph Node Involv = 0, then Regional Nodes Positive = 00 or 98 or 99, else (Err #701).

If (Date of Diagnosis not unknown) and (Date of Diagnosis > 1994) then if Regional Nodes Positive > 00 and < 98, then EOD--Lymph Node Involv = 1-8 or blank, else (Err #701).
