Message:

If Date Surg Proc 3 is present, the corresponding date flag must be blank.

If Date Surg Proc 3 is blank, Date Surg Proc 3 Flag must = 10, 11, or 12.

Specification:

This edit requires Date Surg Proc 3; that is, it must always be populated OR its corresponding flag must indicate the reason the field is blank.

1. If Date Surg Proc 3 is populated, then Date Surg Proc 3 Flag must be blank.
