Message:

If Date Surg Proc 1 is present, the corresponding date flag must be blank.

If Date Surg Proc 1 is blank, Date Surg Proc 1 Flag must = 10, 11, or 12.

Specification:

This edit requires Date Surg Proc 1; that is, it must always be populated OR its corresponding flag must indicate the reason the field is blank.
