2011 Data Changes: This SEER edit was added to cover the unknown primary site laterality standard that SEER has since the CCR used to have this covered in EUREKA IF 326.  IF 326 was an old historical edit that didn't match any national edits so the CCR edit is now changed to match the main laterality SEER/COC edit which does not have the unknown primary site spec.
