IF 331: Conflict among Vital Status [value], Cause of Death [value], and Date of Last Contact [value]

Specification:

If Vital Status = 0 and Date of Last Contact <= 1978 (CCYY), then Cause of Death = 0001-9999 (Err #331)

If Vital Status = 0 and Date of Last Contact >= 1979 (CCYY) and < 1999 (CCYY), then Cause of Death = 0010-9999 (Err #331)

If Vital Status = 0 and Date of Last Contact >= 1999 (CCYY), then Cause of Death must begin with an uppercase alphabetic character and end with a three-digit number (000-999) or equal 7777 or 7797, else (Err# 331)

11/14/02	Changed Date_Last_Pat_Act to Date Last Pat FU. Added "and < 19990000" to second condition.
12/4/02	Added third condition to include cause of death validation for death after 1998.
10/10/07	Updated IF #331 by removing Region 1/8 restriction on using code 7797.
