IF 316: If Date of Inpt Disch [value], Date of Inpt Disch[value] must not be earlier than Date of Inpt Adm.

Specification:

This edit is skipped for cases diagnosed prior to 1997.

For a valid Date of Inpt Disch, Date of Inpt Disch>= Date of Inpt Adm, else (Err #316).
